Personnel

Statutory Cities have an elected City Clerk who can serve for three terms unless the City votes to convert to an appointed Clerk (a similar arrangement to the City Administrator) or opt out of term limits. Professional City Clerks are certified through the Colorado Municipal Clerks Association after successful completion of a three year training program.

Duties

The City Clerk keeps all records, issues permits and licenses.

Objectives:

  • Respond to the needs of the City Council and their constituents.
  • Prepare and distribute docket materials in a timely manner.
  • Coordinate and administer public hearings effectively
  • Administer and coordinate municipal elections effectively
  • Serve as filing officer.
  • Effectively support the election/appointment process for board and commission members.
  • Provide access to the City's official record and legislative documents in as many different mediums as possible. Access to information is a core function of the Office of the City Clerk.
  • Maintain and preserve City Council proceedings and related documents (e.g., minutes, result sheets, resolutions/ordinances, contracts/agreements, leases/deeds/change orders).
  • Administer records management program for the City of Walsenburg.
  • Maintain custody of City documents effectively.
  • Deliver excellent customer service.
  • Utilize best business practices for customer management.
  • Respond quickly and accurately to customer requests.
  • Provide current, comprehensive, and accurate information to meet customers needs.
  • Communicate effectively across the City.
  • Effectively work as a team.
  • Enable open and honest communication within the Department.

Business License 

Walsenburg Municipal Code

A business license is required for the maintenance, operation or conduct of any business or establishment, or for doing business or engaging in any activity or occupation. Depending on the type of business, upon receipt of an application for a license an investigation or inspection may be made by various agencies or City departments. These investigations or inspections may be made by the County Health Department, Building Inspector, Fire and Sheriff Departments. Please note that a complete application with all documentation must be submitted in order to issue a license.

Business License Application New & Renewal 

All renewal applications due in Clerks office by Dec 31st each year.


The Health Department Health Dept Website may inspect businesses in connection with the care and handling of food. For questions for businesses dealing with food, call the applicable health department as well as the applicable Fire Department.

Liquor License 

Apply for Licenses   12 month license and must be renewed each year.

Liquor Licensing is administered by the State of Colorado Department of Liquor Enforcement Division, with the assistance of the Deputy City Clerk’s Office. Liquor licensing involves everything from accepting liquor license applications to processing those applications and holding hearings.

The liquor laws of the State of Colorado restrict the sale and dispensing of alcohol beverages. Any person intending to manufacture, sell, or deal in spirituous liquor in the State of Colorado must apply for a liquor license.
